In a statement to the people of Kuwait, by his Information Minister on Iraqi Television, the Iraqi strongman stressed he wished the people of Kuwait "what we wish for your brothers in Iraq."
He said it was important for the people of Kuwait "to live free from foreign rule and intervention and to remain free and faithful."
Hussein said his country’s intervention in Kuwait was needed because Iraq needed to defend itself against aggression from the United States. He stressed that Washington wanted to make the leaders of Kuwait "agents" of American oil companies.
The statement came on the day that Hussein was forced to hand over a declaration to the United Nations on his country’s weapons of mass destruction capabilities. Boxes of about 12,000 documents and dozens of compact disks were handed over to U.N. inspectors in Iraq.

"This should prevent any threat of war against Iraq. If the US have the minimum of braveness and fairness they should accept the report and says yes this is the true," the Iraqi authorities said in a statement.
However in his weekly radio address U.S. President George W. Bush said "the U.S. will only make one judgment: has Saddam Hussein complied completely?" with the U.N. demands to tell the true about his weapons of mass destruction.
"The declaration will have to be adequate and complete, or the Iraqi dictator will have demonstrated once again to the world" his intentions, he added.
